"Kano State’s Legislative Push to Strengthen Electricity Safety and Technical Standards for Renewable Energy: A Vital Step to Prevent Fire Disasters"
In
response to the alarming increase in fire outbreaks that might have link to
unsafe electrical and renewable energy installations in Kano, the Kano State
government must urgently take bold legislative and executive actions to
safeguard lives and properties.
Recently, the Kano State House of
Assembly initiated the move to establish a new electricity regulatory
agency to tackle power challenges (Daily Post Nigeria, April 28, 2025). This
marks a significant step in decentralizing electricity regulation, in line with
the Nigerian Electricity Act 2023, empowering states to govern their
electricity markets.
Additionally, Nigeria's Chief
Justice, Justice Kudirat Motonmori Olatokunbo Kekere-Ekun on April 28, 2025, called for
tougher enforcement of safety standards following the tragic report of 112
electricity-related deaths across the country (Punch Newspaper, April 28,
2025). These events underscore the urgency of Kano State’s actions.
Kano State's uniqueness lies in its
high deployment of off-grid solar home systems, leading in renewable energy
adoption, electric mobility (electric bikes), and regional economic influence.
However, its vast geography, growing population, and complex electricity challenges
demand more structured governance to avert more eminent disasters.
Governor Abba Kabir Yusuf's
administration is bringing fresh energy into the electricity and energy
sectors. As the national electricity policy shifts toward decentralization, Kano
must not delay. Other states are already receiving technical support, capacity
building, and attracting foreign investments. Delay could hinder Kano’s growth,
as international funders and investors require robust state frameworks before
committing resources.
Key Recommendations:
- Enact a State Solar and Renewable Energy for
Electricity Installation Safety Bill: To mandate technical and safety standards for all
renewable energy installations, particularly in public institutions such
as markets (e.g., Kantin Kwari, Sabon Gari, Dawanau), hospitals,
and schools.
- Institutional Assignments: Assign regulatory roles
either to the upcoming Kano State Electricity Regulatory Commission or
create a dedicated unit within the Ministry of Power and Renewable Energy.
- Technical Enforcement Partnership: Collaborate with NEMSA
(Nigerian Electricity Management Services Agency) for technical
inspections and safety certifications.
- Capacity Building: Having trained and certified technical personnel
(engineers and technicians) by reputable institutions and NEMSA will
mitigate the limited technical capacity that investors and project
developers often face.
- Investment Readiness: Swift action on electricity reforms will attract
investments, technology transfers, and human capital development,
positioning Kano competitively for grants, PPPs, and private sector
investments.
Governor Yusuf's declared swift
action on water challenges should be mirrored in the electricity sector.
Proactive governance in electricity will cement Kano’s leadership in Nigeria’s
emerging decentralized power sector.
