A History Marred by Challenges
For years, Zamfara State was in the media spotlight for negative reasons. The state grappled with rampant banditry, kidnappings, and cattle rustling, leading to significant loss of lives and displacement of communities. The pervasive insecurity disrupted agricultural activities—the state's primary economic mainstay—leading to food shortages and economic decline. A notable incident was the 2021 abduction of 279 female students from the Government Girls Science Secondary School in Jangebe, which drew international condemnation and further highlighted the depth of insecurity in the region. Additionally, Zamfara's adoption of Sharia law in 1999 generated controversies nationwide. While the move sought to promote morality and discipline, it attracted criticism over concerns of human rights violations and its implications for Nigeria's secular constitution. The state also faced challenges related to poverty, unemployment, and infrastructural decay. All these factors combined to create a perception of Zamfara as a state defined by instability and underdevelopment.
Governor Dauda Lawal: Steering Towards Progress
Assuming office in 2023 after a keenly contested election, Governor Dauda Lawal emerged with a clear agenda: to change Zamfara's narrative from a state known for insecurity and underdevelopment to one characterised by peace, growth, and opportunity. His administration's efforts span several critical areas:
1. Enhancing Security
Recognising that development is unattainable without security, Governor Lawal took decisive steps to combat banditry and related crimes. He established the Zamfara State Community Protection Guards (CPGs), deploying 2,720 trained personnel across all 14 local government areas to collaborate with traditional security agencies. These local security operatives have been instrumental in providing intelligence, preventing attacks, and restoring confidence among residents. The government also inaugurated a Security Trust Fund to finance security operations and support victims of banditry. Moreover, Governor Lawal prioritised collaboration with federal security agencies, traditional rulers, and neighbouring states to tackle cross-border criminal activities. These initiatives have led to a notable reduction in crime rates, with farming activities resuming in areas previously abandoned due to insecurity. Governor Lawal's approach to security also extends to addressing root causes. By creating employment opportunities, promoting education, and engaging youth in productive ventures, the administration aims to reduce the pool of potential recruits for criminal gangs.
2. Revitalizing Education
Understanding the pivotal role of education in societal advancement, Governor Lawal declared a state of emergency in the education sector. His administration settled outstanding examination fees totaling ₦3.4 billion, ensuring that students could sit for their exams without hindrance. This decisive action prevented the potential loss of an academic year for thousands of students. The government also embarked on the reconstruction and rehabilitation of 245 schools across all local government areas, providing essential furniture and learning materials. Special attention is being given to girl-child education, with targeted campaigns aimed at encouraging parents to send their daughters to school, especially in rural areas where educational attainment among girls has historically been low. Teacher training programs have been introduced to enhance instructional quality, while partnerships with federal agencies and non-governmental organizations are being explored to improve technical and vocational education. These efforts are laying a solid foundation for a future generation equipped with the knowledge and skills to drive the state's development.
3. Strengthening Healthcare Services
In January 2024, Governor Lawal declared a state of emergency in the health sector to address systemic deficiencies. The administration initiated infrastructure upgrades in general hospitals located in Maradun, Maru, Kauran Namoda, and Gusau, as well as the primary health center in Nasarawa Burkullu. These facilities, once dilapidated, are now being equipped with modern medical equipment and staffed by qualified healthcare professionals. A Special Modified Medical Outreach Program was launched, offering free medical services for conditions such as cataracts, hernias, and Vesico Vaginal Fistula (VVF). To date, over 1,800 individuals have benefited from these services, significantly enhancing healthcare accessibility and quality. Additionally, the state government is prioritising maternal and child health by upgrading maternity centers and ensuring the availability of essential drugs. The administration's focus on preventive healthcare includes immunization drives, health education campaigns, and the promotion of hygiene and sanitation practices in rural communities.
4. Infrastructure and Urban Renewal
Governor Lawal's commitment to infrastructural development is evident through the Urban Renewal Project initiated in August 2023. The project focuses on reconstructing and upgrading township roads in Gusau, the state capital, and improving the drainage system. Completed road projects, such as the Freedom Square–Nasiha Chemist Junction and Freedom Square–Government House–Lalan–Gada Biyu routes, have been commissioned, enhancing transportation and boosting economic activities.
Efforts are also underway to rehabilitate rural roads to improve connectivity and stimulate agricultural trade. The administration is investing in electrification projects to power homes, businesses, and critical infrastructure. These projects are vital in attracting investments and reducing rural-urban migration.
5. Economic Growth and Internal Revenue Generation
Upon taking office, Governor Lawal faced the challenge of a meager internally generated revenue (IGR) of ₦90 million, primarily from Pay-As-You-Earn (PAYE) taxes. Through strategic measures to block revenue leakages and enhance collection efficiency, the administration increased the IGR to ₦1.5 billion within six months. This financial boost has enabled the funding of various developmental projects across the state. Governor Lawal's administration is also promoting entrepreneurship by providing support for small and medium-scale enterprises (SMEs). The establishment of business incubation centers and skill acquisition programs aims to reduce unemployment and diversify the state's economy. Additionally, agricultural development initiatives are being revived to restore Zamfara's status as a leading producer of crops such as millet, sorghum, and cotton.
6. Combating Corruption and Ensuring Good Governance
Governor Lawal has taken bold steps to promote transparency and accountability. He restructured the state's civil service by reducing the number of ministries from 28 to 16 and cutting down permanent secretaries from 48 to 23. This streamlining aims to eliminate redundancy, reduce government expenditure, and foster a more efficient public service. The administration has introduced digital solutions for revenue collection and procurement processes, reducing opportunities for corruption. Regular audits and the establishment of an anti-corruption desk have further enhanced transparency. By fostering a culture of accountability, Governor Lawal is restoring public trust in governance.
7. Navigating Political Opposition
Despite facing challenges from opposition parties, Governor Lawal has maintained focus on his developmental agenda. His administration's tangible achievements in security, education, healthcare, and infrastructure have garnered public support, effectively countering opposition criticisms and solidifying his leadership position. Governor Lawal's inclusive governance approach, characterised by stakeholder engagements and consultations, has contributed to political stability. By building bridges across political divides and focusing on the collective good, he has created an environment conducive to progress.
8. Empowering Youth and Women
A notable aspect of Governor Lawal's governance strategy is the empowerment of youth and women. Recognising their potential as drivers of change, his administration has launched skill acquisition programs, youth entrepreneurship initiatives, and women empowerment schemes. These programs aim to create job opportunities, reduce poverty, and foster self-reliance among these key demographics.
9. Promoting Peace and Social Cohesion
Governor Lawal understands that sustainable development requires a peaceful and cohesive society. His administration has invested in peacebuilding initiatives, including interfaith dialogues, community reconciliation programs, and support for displaced persons. By addressing the underlying factors contributing to conflict and promoting unity, Zamfara is gradually shedding its image of instability.
