Born in Ningi Local Government Area of Bauchi State in 1964. He attended Maiturare primary school from 1970 to 1977 where he obtained his school leaving certificate proceeded to Teachers College Gombe from 1977 to 1982, where he obtained a certificate as a trained and qualified teacher and he took up appointments with Ningi local government education authority from 1982 to 1983.

He later gained admission into the Advanced Teachers College Azare from 1983 to 1986 where he obtained a National Certificate in Education. 

He worked as a teacher in various secondary schools as follows; GSS Ningi, Arabic Teachers College Alkaleri, Government Girls Secondary School Nabardo, and Government Day Secondary School Ningi where he served with diligence in various capacities across the ranks of these schools.

He later proceeded to Ahmadu Bello University Zaria from 1989 to 1991 where he obtained Bachelor's Degree in Health Education.

Malam Garba Hussaini was transferred to Bauchi State College of Health Sciences and Technology Ningi, now Bill and Melinda Gate College of Health Sciences and Technology in the year 2009 from the Ministry of Education 

He served with sincerity and commitment in various capacities in the college ranging from examination officer to the rank of chairman pre-test and weeding examination at the college and arose to the statutory position of Head of Department HOD health education 

In the year 2016, he was appointed on an acting capacity as Deputy Provost of the same institution and confirmed in the year 2018.

He was promoted to the rank of acting Provost in 2019 and was later confirmed as provost by Governor Bala Mohammad in June 2021.

Some of the solid achievements of the provost Garba Hussaini are:

1. Construction of and equipping of 200 capacity ICT Centre with full access to all essential electricity supply and water.

2. Introduction and accreditation of Higher National Diploma program in Health information management 

3. Introduction and accreditation of National Diploma on X-ray Technician.

4. Introduction and accreditation of National Diploma in psycho-social rehabilitation.

5. Introduction and accreditation of National Diploma in Public Health.

6. Establishment of Consultancy units headed by Malam Jamilu Fatee and full commencement of the following course.

National Diploma Chew

National Diploma Health Management Information 

National Diploma Nutrition 

National Diploma Health Education 

National Diploma X-ray and construction of a new block of classes in the department of consultancy unit and thereafter, Malam Garba Hussaini Renovated the Nutrition Department.

Solar system installation around classes, and hostels, effective and efficient water supply in school and staff quarters.

Introduction and accreditation of National Diploma Epidemiology and Disease Control and Management program.

Giving employment to 20 casual workers.

Recruitment of twenty part-time lecturers.

Processed the posting of twenty full-time lecturers from Ministry of Health and Hospital Management Board of Bauchi State 

Procured computer new brand sets for all departments, deep freezers among others.

Full accreditation of pharmacy technician course, office equipment, construction of drainages, kitchen, toilets and new offices construction, putting interlocking across male and female hostels among other critical achievements in his assumption of two years in office to date, these were achieved with the support of the administration of Governor Bala Mohammad of Bauchi State to the college and the support from all management and non-management staff of the great institution.
