The Civil Society Legislative Advocacy Centre (CISLAC) has extended its condolences on the passing of former Nigerian President Muhammadu Buhari, describing his legacy as one marked by early discipline, public engagement, and important lessons for future leadership in the country.
In a statement issued on Sunday, Comrade Auwal Musa Rafsanjani, Executive Director of CISLAC and Head of Transparency International Nigeria, expressed deep sympathy over the former president’s death and offered prayers for his eternal rest.
“May his soul rest in peace. Nigerians will particularly remember him for his early leadership as a military head of state, during which he launched the War Against Indiscipline (WAI),” Rafsanjani said.
He recalled how the WAI initiative instilled a sense of civic responsibility, discipline, and patriotism among Nigerians. “During that time, people began to show greater order—arriving at work on time, queuing properly at public places, and displaying the national flag in offices. National symbols were respected, and a stronger sense of civic duty was instilled,” he stated.
Rafsanjani, however, acknowledged that Buhari’s military administration was not without controversy, especially concerning human rights abuses—an issue that continued to be a subject of reflection even after Buhari transitioned to civilian rule.
Buhari was later elected president in 2015 after several attempts, with widespread support both within and outside Nigeria. According to CISLAC, his election generated high expectations that his administration would address major national challenges, including insecurity, corruption, and unemployment.
“Expectations were high when he assumed office, and many believed he would drive significant reforms,” Rafsanjani noted. “However, over time—particularly during his second term—public confidence declined, with many Nigerians feeling that the anticipated changes were not fully realized.”
While acknowledging Buhari’s sincerity and international standing, Rafsanjani highlighted that internal political dynamics limited his government’s effectiveness.
“He came into office with noble intentions and initially enjoyed wide public trust. But governance is complex, and political realities—especially the influence of certain individuals within his administration—posed serious obstacles,” he said. “This teaches us a vital lesson: leadership must go beyond vision; it must deliver on execution, transparency, and accountability.”
Rafsanjani further remarked that Buhari’s tenure shaped public discourse around anti-corruption, security, and civic discipline, noting that civil society organizations, including CISLAC, actively engaged with his administration on governance reforms and accountability initiatives.
He concluded by urging current and future Nigerian leaders to prioritize the national interest, promote accountability, and build legacies that will command respect at home and abroad.
“May Allah grant him eternal rest. Ameen,” the statement concluded.
