A Kaduna-based property developer, Malam Hassan Umar Isah, has accused the Director General of the Kaduna State Geographic Information Service (KADGIS), Dr. Bashir Garba Ibrahim, of unlawfully taking over a parcel of farmland he purchased in Kaduna North Local Government Area.

Isah, who is the Director of UMR AL ALD Nigeria Limited and an APC support group member, urged Governor Uba Sani to intervene while addressing journalists at the Nigeria Union of Journalists (NUJ) Secretariat in Kaduna. He alleged that the KADGIS boss used his office to seize the property, which he claimed to have purchased for N150 million on February 26, 2025.

According to him, the land, measuring 3.908 hectares in Unguwan Kudu, Unguwan Rimi, was originally owned by the late Malam Muhammad Buda family and was said to have been granted by the late Sir Ahmadu Bello, Sardauna of Sokoto.

Isah further claimed that Dr. Ibrahim demanded 40–60 percent of the land’s value before a Certificate of Occupancy (C of O) would be issued, despite his formal application submitted on April 17, 2025.

He alleged that on December 18, 2025, the KADGIS Director General verbally declared the land taken over without explanation. Isah appealed to the state government to intervene, alleging discrimination and insisting he had submitted all required documents to validate his claim.

Buda Family Distances Itself

However, members of the Buda family have distanced themselves from Isah, stating that he had no mandate to represent the family. They said any agreement reached with him had since been terminated due to non-payment, and they absolved the KADGIS Director General of wrongdoing, saying his actions aligned with government policy.

KADGIS Petitions Police

In response, KADGIS, through its Directors Mustapha Haruna (Deed Registrar) and Abdullahi Tukur (Land Services), disclosed that a petition has been filed against Isah for criminal defamation, injurious falsehood, inciting disturbance and cybercrime, under sections 371, 372, 373 and 378 of the Kaduna State Penal Code Law (2017 as amended).

Part of the petition alleged that Isah granted a Hausa-language radio interview accusing the Director General and some staff of land confiscation and similar actions against others. The interview recording was submitted as evidence.

KADGIS urged security agencies to investigate the allegations, insisting the claims were malicious and intended to damage the reputation of the Director General and the agency.
