In a major move to promote transparency, equity, and integrity in the selection of principal officers in federal tertiary institutions, the Honourable Minister of Education, Dr. Maruf Olatunji Alausa, has approved a new policy aimed at eliminating undue advantages previously exploited in the appointment process.

The policy, approved under the aegis of the Federal Ministry of Education, stipulates that any officer currently serving in an acting capacity as Vice Chancellor, Rector, or Provost will no longer be eligible to apply for the substantive role while still holding the acting position. 

"Such officers must first step down from their acting roles at the end of their non-renewable six-month tenure before being eligible to contest for the substantive position", the statement stated.

This measure is designed to ensure a level playing field for all qualified candidates and curb the influence that acting officers may have had in manipulating selection outcomes to their advantage.

According to a statement signed by Boriowo Folasade, Director of Press and Public Relations at the Ministry, the decision stems from patterns of abuse seen over the years where acting officers allegedly used their temporary authority to skew appointment processes in their favor. 

"The new policy is intended to restore fairness and accountability while reinforcing public confidence in the appointment procedures of educational leadership roles", the statement added. 

The new directive complements the existing 2013 Federal Ministry of Education Guidelines and other relevant regulations governing appointments in federal tertiary institutions. 

The Ministry has called on Governing Councils, Managements, and stakeholders to ensure strict adherence to the new rule.

“The Ministry appreciates the continued cooperation of stakeholders in upholding good governance and believes that this policy will bring about the desired reforms,” the statement read.
