The Kaduna State Government is set to deepen transparency, accountability, and citizen participation in governance by onboarding 22 Local Government Area Chairpersons into the Open Government Partnership framework. The initiative is part of broader efforts to improve leadership and service delivery in Primary Health Care across the state.

The onboarding programme will take place from June 15–16, 2026, and will be immediately followed by a Leadership Dialogue on Strengthening Primary Health Care Systems on June 17, 2026, in Abuja.

The events are being organised by the Kaduna State Ministry of Health and the Planning and Budget Commission, working in collaboration with the EngenderHealth-led Consortium and other key stakeholders.

According to the official invitation, the Deputy Governor of Kaduna State will declare the events open. The gatherings will bring together Local Government Chairpersons, senior government officials, development partners, civil society organisations, and other relevant stakeholders.

During the OGP onboarding, participants will be sensitised on the principles and benefits of open governance. They will also be exposed to successful sub-national experiences in the implementation of the Open Government Partnership at the local level.

A key highlight of the workshop will be a presentation by the Maternal Accountability Mechanism in Kaduna Initiative, KADMAM, titled _“The Co-Creation Role of Civil Society in Improving Health Service Delivery: A Step-by-Step Guide. 

The session will emphasise the importance of collaboration among government institutions, communities, civil society organisations, professional associations, faith-based organisations, and the media in advancing accountability, citizen participation, and improved health outcomes.

The workshop will further feature discussions on primary health care delivery in Kaduna State, the structure of local government OGP processes, and the development of health-focused action plans. Participants will deliberate on strategic commitments, implementation roadmaps, and timelines for submitting action plans. 


The programme will also review successful local governance models, examine socio-economic data to support evidence-based decision-making, and explore mechanisms for securing political commitment to OGP implementation at the grassroots level.

At the conclusion of the workshop, participants are expected to commit to developing health-focused OGP action plans, establish OGP Steering Committees made up of both government and civil society representatives, and agree on timelines for submitting the plans to the State OGP Secretariat.

The organisers stated that the initiative is designed to deepen transparency, enhance citizen participation, and strengthen accountability in governance, while also fostering local ownership of ongoing health sector reforms.

The Leadership Dialogue on Strengthening Primary Health Care Systems will focus on clarifying the governance and financing responsibilities of local governments under the National Health Sector Renewal Investment Initiative and the Primary Health Care Under One Roof framework.

The dialogue will also aim to strengthen collaboration between the Kaduna State Primary Health Care Board and local government councils. It will promote community accountability and citizen engagement as critical drivers of improved performance in primary health care delivery.

Stakeholders at the dialogue are expected to deliberate on strategies to enhance leadership, coordination, and sustainable financing of primary health care services at the grassroots level.

Officials described the meeting as part of the Kaduna State Government’s ongoing efforts, in partnership with stakeholders, to strengthen health systems, improve service delivery, and achieve better health outcomes for communities across the state.
