Niger State Governor, Farmer Mohammed Umaru Bago, has emphasized the urgent need for deliberate and sustained efforts to combat poverty and illiteracy, which he identified as major contributors to insecurity in Nigeria.

The Governor made the call while receiving a delegation of 13 participants from Syndicate 5 of the Executive Intelligence Management Course 18, National Institute for Security Studies (NISS), Abuja, who were on a study tour of the state.

Governor Bago commended the Institute for selecting Niger as a destination for its course tour, noting that parts of the state have experienced security challenges. He highlighted that the state is actively implementing strategies to educate its citizens and transition them from poverty to sustainable livelihoods, leveraging its vast natural and human resources.

He expressed hope that the syndicate's findings would support the formulation of effective security policies at all levels of government.

Speaking on behalf of the delegation, Mr. R.A. Bolarinwa explained that Syndicate 5 is part of a larger cohort of 78 participants undergoing the Executive Intelligence Management Course 18, with teams deployed across various parts of the country. He said the course is designed to equip strategic security leaders with the knowledge needed to address evolving security challenges.

According to Bolarinwa, this year’s course theme, “Non-State Actors in Security Management: Issues, Challenges, and Prospects for Peace and Development in Africa,” reflects the growing role of non-state actors in contributing to peace and stability.

He praised Governor Bago’s administration for its efforts in tackling insecurity and said the tour would culminate in a plenary presentation of findings and recommendations. The course will also feature continental and global study tours, providing opportunities to share insights and enhance security strategy development.
